Overview:
The Technical Manager is responsible for strengthening the technical capability, quality and consistency of Industrial Services delivery in Italy, while providing technical support to other European operations where required.
The role will act as the primary technical focal point for the Italian operation, supporting project execution, complex proposals, inspector competence, technical methodologies, service development and resolution of technical issues.
While Italy represents the primary focus of the position, the Technical Manager will also contribute to the wider European organisation by sharing expertise, supporting technically demanding opportunities and projects, and helping countries access and deploy specialist capabilities across the region.
The role supports Operations and does not replace country or project delivery accountability.
Key Responsibilities:
1. Technical Leadership – Italy
- Act as the primary technical focal point for Industrial Services activities in Italy.
- Provide technical guidance to Operations Managers, Project Managers, Coordinators and inspection personnel.
- Support technically complex assignments and intervene where technical clarification or escalation is required.
- Ensure appropriate technical methodologies, procedures and execution approaches are established for projects.
- Support consistent application of DNV requirements, applicable codes, standards, specifications and client requirements.
- Identify technical risks early and support Operations in establishing appropriate mitigation measures.
2. Proposal & Tender Support
- Provide technical leadership and input to significant and technically complex proposals.
- Review scope of work, specifications, ITPs and client requirements to ensure technical requirements are correctly understood.
- Develop or review execution methodologies, technical assumptions, resource requirements and technical deliverables.
- Support bid/no-bid and technical risk assessments where required.
- Work closely with Proposal Management, Operations, SPMs and SMEs to ensure proposals are technically sound and executable.
- Support customer clarification meetings and technical presentations where appropriate.
3. Project Execution & Technical Assurance
- Support project kick-offs for significant or technically demanding assignments.
- Review technical execution arrangements and competency requirements.
- Provide technical support during mobilisation and execution.
- Assist Operations with resolution of technical non-conformities, client concerns and complex inspection issues.
- Capture lessons learned and ensure relevant experience is transferred into future projects and proposals.
4. Inspector Competence & Technical Capability
- Support assessment and technical vetting of inspectors, engineers and specialist resources.
- Define competency requirements against project and service needs.
- Work with Operations and HR/Recruitment to identify capability gaps and recruitment priorities.
- Support technical interviews and approval of specialist resources.
- Contribute to technical training, mentoring and competence development.
- Help build and maintain a strong pool of technically qualified resources, particularly in areas where European demand is growing.
5. Service & Capability Development
- Identify opportunities to strengthen and expand Industrial Services' technical offering in Italy.
- Support development of capabilities aligned with customer demand and strategic growth areas, including Oil & Gas, Vendor Inspection, In-Service Inspection, Offshore Wind, T&D, Infrastructure, Renewables and other relevant industrial sectors.
- Work with Global SPMs and SMEs to introduce specialist capabilities and methodologies into the Italian market.
- Support adoption of new inspection technologies, digital solutions and AI-enabled approaches where they provide measurable operational or customer value.
- Contribute technical input to new service development and commercialisation.
6. European Technical Support
- While Italy remains the primary responsibility, the Technical Manager will:
- Provide technical assistance to other European countries when specialist support is required.
- Support complex European tenders and projects where the individual's expertise can add value.
- Facilitate access to technical expertise and specialist resources across country boundaries.
- Encourage reuse of successful methodologies, procedures and lessons learned between European operations.
- Support cross-country delivery models for major clients and framework agreements.
- Work with Area leadership to identify common technical capability gaps across Europe.
- The intention is to strengthen regional capability without creating an additional layer of operational governance.
7. PMO & SME Collaboration
- Maintain close interaction with the Global Technical & Delivery function.
- Engage the relevant Senior Project Managers and SMEs during proposals and execution.
- Ensure specialist expertise is brought into projects early rather than only following technical problems.
- Contribute Italian and European knowledge and lessons learned back into the global PMO network.
- Support development and standardisation of technical procedures, methodologies and good practices.
8. Customer & Market Engagement
- Participate in technical meetings with key customers and prospects.
- Strengthen DNV's technical positioning with Italian customers, EPCs, manufacturers and asset owners.
- Understand emerging technical requirements and translate them into capability or service-development priorities.
- Support Operations and Business Development with technical value propositions rather than competing primarily on inspection rates.
- Identify opportunities to broaden existing customer relationships through additional technical services.
9. Cross-BA Collaboration
- Work constructively with Energy Systems and other DNV Business Areas where combined capabilities can provide greater customer value.
- Identify opportunities for integrated DNV offerings while maintaining clear scope, accountability and independence requirements.
- Facilitate access to capabilities elsewhere in DNV rather than unnecessarily recreating expertise within Industrial Services.
- Support joint technical solutions for strategic customers and projects.
10. Quality, Governance & Compliance
- Promote compliance with DNV management systems, accreditation requirements and applicable technical standards.
- Support technical aspects of audits, investigations and corrective actions.
- Contribute to root-cause analysis of technical quality issues and ensure lessons learned are implemented.
- Maintain appropriate awareness of ISO/IEC 17020 requirements and independence considerations relevant to Industrial Services activities.
- Promote strong technical documentation, traceability and professional integrity.
