The Global Shared Services (GSS) organization within DNV provides high quality, cost effective services and processes within Human Resources, Finance, Real Estate & Procurement and IT, based on requirements defined by the business areas and Group. About the Role:
DNV has an exciting opportunity for a local HR Manager who will be based in Al Khobar, Saudi Arabia to support DNV with a range of activities, which includes ensuring the organisation maintains full regulatory compliance while enabling the business to operate efficiently without administrative or governmental bottlenecks.
Ensure the organisation remains compliant with evolving localisation policies and labour regulations.
Support with HR administration across key government platforms including Qiwa, GOSI, Muqeem, and HRDF.
Support the Regional GSS HR Manager and works closely with Regional HR Advisory and Global Center HR Operations team to ensure employee matters, localisation requirements, and government processes are managed accurately and efficiently.
This position reports to the Regional Manager - GSS HR MEA based in the UAE and is part of the regional team in the Global Shared Services.
Key Job Responsibilities:
• Monitor regulatory updates and notify Regional HR Advisory on changes affecting employment compliance and the local Personnel Administrative Guidelines (PAG).
• Maintain working relationships with key government entities including:
-Ministry of Human Resources and Social Development (MHRSD)
-Human Resources Development Fund (HRDF)
-General Organization for Social Insurance (GOSI)
-Ministry of Interior and related government agencies
• Ensure timely submission of required documentation and regulatory reporting. Manage and Track compliance tasks, facilitate data collection, reporting, and submissions related to compliance. support with Internal and External Audits.
• Work closely with TASC agency to ensure all employee records across government portals remain accurate, compliant, and up to date.
• Guide and support the local GSS HR team on insurance related matters, including contract renewal negotiations, market studies, invoice validation, plan redesign and change management.
• Support with salary benchmarking and market surveys within Saudi Arabia upon request.
• Support the organisation in meeting Saudization (Nitaqat) requirements and localisation objectives.
• Monitor Saudization ratios and provide visibility to HR leadership on compliance status.
• Assist in coordinating employment training programs for Saudi nationals.
• Partner with hiring managers and Regional GSS HR to support recruitment and retention of Saudi nationals where required.
• Support and guide the global center HR operations and HR Advisory team where required with local advice and be the local point of contact to coordinate any HR and HSE activities;
• Participation with other projects, such as wellness activities, events and other HR activities as required.
• Act as the primary HR contact for employee relations matters within Saudi Arabia, including employee grievances, performance and disciplinary processes inline with the Saudi Labour law.
• Ensure employee relations issues are addressed promptly, fairly, and proportionately to protect both employees and the business.
• Be the primary point of contact for Data Protection in line with Saudi PDPL requirements. Ensure compliance with Saudi Personal Data Protection Law (PDPL) and other applicable data privacy regulations.
